Recursive Self-Improving AI

What’s the base case?

Recursive functions call themselves and then stop when they have a “base” case. Otherwise they just keep running. I tell it the base case in a “if” statement at the top of the function. Since “recursive self-improvement” AI can rewrite its own code and self-improve, and this VERY REAL thing is going on and very dangerous and we should all be worried and the government should step in, then it should be easy to say what the base case is. What’s the function at the top? How does the self-learning AI know when to stop? When it learned something. This actually wouldn’t be complicated to explain and say out loud if it was real. The only problem is it is total nonsense. Like when you reset mom’s router to fix her internet but you tell her you had to “compile the mainframe”. Could I sit in a jail cell with a coloring book drawing circles until I understood internal combustion engines?
